RFP 2013-16 Change Management Consulting for Enrollment Functionality Improvements

Covered California is currently reviewing its end to end consumer experience as it relates to the software and expertise operations systems. Covered California is looking to implement new functionality and enhance the existing functionality of the enterprise operations systems, to prepare for the next phase of health care insurance open enrollment in the fall of 2014. Covered California is looking for consulting firm with strong expertise in project and change management to quickly confirm Covered California's requirements for system and business changes for next Open Enrollment, and to facilitate design sessions to drive these changes through to documentation for other vendors to implement.

RFI - Learning Management System (LMS) and/or Training Design, Development, Deliver

The purpose of this Request for Information (RFI) is two-fold:
  1. To determine feasibility and costs of partnering with vendors who have the capacity to provide instructional design, development and delivery of Covered California blended-learning solutions.
  2. To review the Learning Management Systems (LMS) that are available, and determine if Covered California University should transition from our current system to an alternative system.

RFP 2013-09 Actuarial Services

Covered California is seeking health insurance actuarial services to support a range of activities related to Plan Management.

You are invited to review and respond to this Request for Proposal (RFP). To submit a proposal to provide the requested services, you must comply with the instructions contained in this document as well as the requirements stated in the Scope of Work (SOW), Contractor Response Guidelines, and Attachment 2-D: Cost Worksheet. RFP 2013-05: Enterprise-Wide Consumer Protection Assessment

Covered California has decided to not award this contract.
In January 2013, bids from health issuers proposing to sell Qualified Health Plans through the Exchange will be due to the Exchange. This QHP solicitation is the FINAL release of the information that the Exchange will be requesting from QHP bidders in order for the Exchange to make the final selections of which QHPs will be offered to the public in which geographic areas in California.

HBEX26: Request for Proposals for Verbal Telephone Interpretation Services

Covered California seeks the services of a vendor who will perform verbal telephone interpretation services (in culturally and linguistically appropriate manners for the minimum thirteen (13) Medi-Cal threshold languages. The vendor shall collaborate with all Covered California core business areas to ensure Covered California will provide prompt and clearly understood and accurate interpretation services that align with Covered California’s goal of providing first class customer service.

HBEX24: Project Management Oversight, Small Business Health Options Program (SHOP)

The purpose of this Request for Proposals is to provide Covered California with a qualified firm to provide project management support services and oversight for the Small Business Health Options Program (SHOP). Ideally, this would take the form of a Project Management Office (PMO). The PMO team would provide day-to-day project oversight and management support in order to stand-up the implementation phase and operation of the SHOP.

HBEX23 - Marketing Recruitment Support

The purpose of this Request for Proposal (RFP) is to provide Covered California with marketing recruitment services that will secure a marketing team for Covered California.

HBEX21: Premium Accounting and Reconciliation

The purpose of this solicitation is to obtain premium accounting and reconciliation support to perform accounting and reconciling of premium payments and associated advance premium tax credits, and establishing proper controls and fraud prevention that will be associated with the implementation of Covered California.

HBEX20 - Business Process Management Support

The purpose of this solicitation is to obtain the services of consultants to provide Covered California with business process management support that will align Covered California's business processes with the wants and needs of our enrollees.

HBEX19 - Request for Offer for Health Care Training variety of audiences; focus group testing of program materials; written translations of program materials and readability of materials

The purpose of this Request for Offer (RFO) is to obtain the services of a contractor who can work with Covered California to scope, develop, and deliver a comprehensive training program that leverages multiple sources of content into cohesive training packages for use throughout the needs of Covered California.

HBEX18 – Tribal Community Mobilization Program

Covered California is seeking proposals from qualified vendors to provide consultant services to inform and develop Covered California’s policies as they relate to American Indian and Alaska Native communities. Supplemental solicitation material can be submitted through May 1st, 2013. All components of the supplemental dental and vision solicitation responses must be submitted to Covered California by May 1 in order to be considered for supplemental benefits.

Supplemental Dental and Supplemental Vision Bidders who have already submitted their proposals to Covered California may send any additional or modified documents to the Exchange by the May 1 deadline. Otherwise, if no changes are submitted, the original documents received by the Exchange will be considered for evaluation.

March 18, 2013 NOTICE to Supplemental Dental & Vision Plan Bidders:

Covered California is pleased to announce the release of the revised Supplemental Dental and Vision Benefit Plan Designs. Bidders are expected to submit bids for the plans listed as well as adhere to the copayment amount limits for procedure categories where noted, though Covered California is not mandating exact copay amounts for individual procedures within each procedure category.

All components of the dental solicitation response must be submitted to Covered California by April 2 in order to be considered.

HBEX15 - Supplemental Dental and Pediatric Dental Essential Health Benefit Solicitation (“Dental Plan Solicitation”)

Any health issuer licensed to offer, market and sell dental plans in the individual or small group markets interested in offering stand-alone dental services must respond to this Dental Plan solicitation. A complete response to this solicitation is due by March 1, 2013 at 12:00 PST. Addenda may be released as needed. Bidders may bid to offer the Pediatric Dental Essential Health Benefit Plan or the Supplemental Dental Benefit Plan or both.

March 15, 2013 NOTICE to Pediatric Standalone Dental Plan Bidders:

Covered California is pleased to announce the release of the revised Standalone Dental Standard Benefit Plan Designs. The DHMO and Dental PPO Low plans have been adjusted to meet the actuarial value requirement of 70% in accordance with final federal rules issued February 20, 2013. If submitting bids for the DHMO plans, standalone dental plan bidders are expected to adhere to the average copayment amounts for each procedure category where noted, though Covered California is not mandating exact copay amounts for individual procedures within each procedure category.

Product filings and rate filings can be submitted to regulators through April 2. All components of the dental solicitation response, including Attachment 5 Product Filings and Attachment 8 Proposed Premiums – Pediatric Dental EHB, must be submitted to Covered California by April 2 in order to be considered. Standalone dental plan bidders are encouraged to submit responses prior to April 2 as the review of responses received is already underway.

HBEX13 - Request for Proposals for Outside Legal Counsel

The Exchange is seeking proposals from qualified vendors to provide legal counsel to assist with Affordable Care Act implementation, including interpretation and anticipation of federal guidance.

HBEX12 Request for Offer - County Based Service Center

The California Health Benefit Exchange is releasing a Request for Offer (RFO) to counties that already expressed interest in providing Service Center functions for the Exchange. At the August 23, 2012 Board Meeting, the Exchange issued a “Term Sheet for County Participation,” which identified all key terms for the Exchange’s Service Center needs. By September 2012, counties were required to express their interest in providing Service Center functions. Only counties who have already expressed interest are eligible to respond to this RFO.

HBEX11 - Administration of the Small Business Health Options Program (SHOP) Solicitation

The Exchange is seeking proposals from qualified Vendors to provide for the Administration of the Small Business Health Options Program (SHOP). The Exchange seeks to contract with a Vendor for the following sales and operational services: Sales Support and Fulfillment, Agent and General Agent Management, Eligibility and Enrollment, Financial Management, Customer Service, and Information Technology Services. The Vendor is expected to support the business functions of the Exchange for SHOP in order to begin enrollment in health insurance coverage by the start of initial open enrollment in October 2013.

HBEX2 - Communications Support for the Outreach and Education Campaign Plan and Assisters Program

The California Health Benefit Exchange, Department of Health Care Services (DHCS), and the Managed Risk Medical Insurance Board (MRMIB) have been working closely together to collaborate on the planning and implementation of the Affordable Care Act and the important changes that it will bring. This collaboration includes developing a marketing and outreach plan to inform Californians about the full range of affordable health coverage that will be available to millions as of January 2014 and support their enrollment into health care programs.
